In terms of what they're attempting to accomplish, csszengarden does everything it needs to. It's simplistic yet very detailed, and has tons of options to choose from to decide what the site should look like, teaching you css as you explore it There's also example files you can download. The site looks great while also having very clear design choices. There's really not much else you can say about it. It's a very well designed site.
